Chain the update with && and remove the stray RUN on line 8.

Line 8 starts a new RUN inside the previous command's continuation. The shell runs RUN as a missing command, so dnf update -y never executes. The ; then makes the chkconfig install set the exit status, so a failed update would also succeed once the chain is fixed. Use && so an update failure fails the build.

I think various tests in DIB expect DIB_RELEASE to be just the major version?
