Action pages: a My panels tile beside Close menu - #1309

The page of clicks after a point and the mouse panel's Actions page gain My panels in their navigation row, so the user's panels are one choice away from anywhere. Its click and scroll tiles land at the chosen point, as the page's own clicks do; opened from Home or the mouse panel they act at the pointer as before. A custom panel could be reached from Home and from any panel the user can edit, but not from the two pages that cannot be edited: the page of clicks after choosing a point, and the mouse panel's Actions page. Both now carry My panels in their navigation row, between New point or Back and Close menu, so the user's panels are one choice away from anywhere. As on Home, the tile is left out while there are no panels (
Menu::configured_for), so the page looks as before until a panel exists.Both pages stay within four rows of three. The nested list opens with the point's page as its parent, so Back returns there rather than to Home.
