Bumps Dockerfile base python:3.7 (EOL) to python:3.12 so it picks up the platform trust store that distrusts the affected certs.
Verified: docker build and
pytest tests --ignore=tests/clusterpass (641 passed).Follow-ups: republish twilio/twilio-python image after merge (test-and-deploy.yml docker-push); dx-automator pin bump tracked in DII-2719; Rule 2 approval required before production promotion.
