update release secret names

• Update release secret names.
• Release action was incorrectly taking the entire file contents, rather than just the section for this release. Claude suggested this awk invocation to get just the relevant section.
• Pinned softprops/action-gh-release, including a major version bump.
• Pinned the release workflow running to uber/h3-java to avoid incorrectly running for a fork, where it would not work.

I haven't removed the old secrets yet. This needs to be tested by running a new release.
