PHP 8.1 still adds 36 runner jobs to every full build. Remove its Debian and Alpine image contexts and aliases, add 8.1 to the CI blacklist, and regenerate the workflow to reduce a full build from 217 to 181 jobs.
Remove the PHP 8.1-specific template branches, update the supported images in the README and deprecation table, and raise the structure-test minimum to PHP 8.2. All remaining generated images and job definitions are unchanged compared with current master.
Validation:
make provisionandci/console github:generate-citwice with identical results, then reran both after rebasing onto current master.git diff --checkpassed. Full image builds were not run.
