fix(guardrail): correlate PR merges with push event timestamps - #55
Correlate merged-PR SHA matches with the captured push event's epoch or UTC ISO timestamp using a documented 60-second tolerance, independent of runner delays and reruns.
Alert for forced updates and stale merge restorations; warn and send an alert if event timing is unavailable.
Validate the Slack webhook before any successful-merge early exit and require HTTP 200, rejecting redirects and delivery failures.
Add shared regression tests against the actual shell script and a dedicated CI job that runs even for test-only changes.
Only the guardrail workflow, CI test integration, and tests/test_guardrail_audit_alert.py change. Existing CI pins, action interfaces, dependencies, and releases are unchanged. The guardrail workflow and tests are byte-identical across all fifteen action repositories.
All ten test methods passed, covering 35 checks per repository across all fifteen repositories.
The full staged diff was reviewed, and identical workflow/test content plus absence of unrelated CI changes were verified.
The organization webhook secret is available to this repository; no live Slack delivery was exercised.
Known limitation
This is intentional best-effort temporal correlation. A rewind and restoration within 60 seconds of the original merge can still suppress the restoration alert; exact detection of every replay is outside scope.
Guardrail workflow: Correlates a non-forced push to a merged PR targeting this repository’s main branch only when the push timestamp is within 60 seconds of the merge timestamp. Uses the push event time, so runner delays and reruns do not change the comparison. If the timestamp is missing or invalid, the workflow warns and sends an alert instead of suppressing it. A rewind and restoration within the 60-second window can still match.
Slack delivery: Checks that the webhook is configured before the successful-merge early exit. Fails the step unless Slack returns HTTP 200.
CI and tests: Adds a CI job that runs the guardrail test module. The tests cover timestamp formats and boundaries, PR identity and pagination, forced pushes, missing timestamps, lookup errors, webhook validation, HTTP status handling, payload escaping, and event context.
Validation status: Test and lint results were not established by the supplied evidence. No live Slack delivery result was provided.
The alert workflow now suppresses alerts only for qualifying recent merges and checks Slack delivery status. The pull request adds tests for these rules and a CI job to run them.

Summary
Alert suppression and delivery .github/workflows/guardrail-audit-alert.yaml
The workflow suppresses a non-forced push only when its SHA matches a merge into main in the same repository and the merge time is within 60 seconds of the push time. It requires a Slack webhook URL and fails delivery unless Slack returns HTTP 200.
Alert tests and CI execution tests/test_guardrail_audit_alert.py, .github/workflows/ci.yaml
Tests exercise timestamp handling, PR matching, lookup and delivery failures, and payload escaping. CI checks out the configured repository and runs the test module.

Log the Slack response body and curl exit code on delivery failure.
With set -e, curl --fail-with-body exits 22 on an HTTP 4xx or 5xx response. The assignment SLACK_RESPONSE=$(...) takes that status, so the step ends there. The if block at lines 69-72 never runs, and the response body is never printed. The body can name the cause, for example invalid_token or channel_not_found. curl's --show-error output reports only the exit code, not the body.
A 3xx response exits 0 because -L is not set. The if block runs and prints the status, but still not the body.
Capture the curl exit code with ||. Then log the exit code, the HTTP status, and the body together.
