Updated the release and publishing toolchain to newer versions.
The setup command now installs the standard Rust development utilities by default. Prerelease setup skips the distribution tool while retaining the other utilities.
No end-user-facing application behavior changes are included in this update.

Walkthrough
The install command and prerelease setup now use revised tool-installation behavior. Release configuration uses cargo-dist 0.33.1 and Node.js 26. The cache scanner renames its local file stamp variable without changing its described behavior.
Changes: Build and release tooling
Layer / File(s)
Summary
Builder installation behavior builder/src/main.rs
The Install command no longer accepts the dev option. run_install installs pnpm, cargo-binstall, and the listed cargo tools unconditionally; cargo-dist remains conditional. Prerelease setup calls run_install(false), while Install calls run_install(true).
The preferred cargo-dist version and installer URL change to 0.33.1. Both release jobs use Node.js 26. The include paths remain the same and are formatted as a single-line array.
Cache stamp naming
Layer / File(s)
Summary
Rename current file stamp binding server/src/processing/cache.rs
scan_file uses current_stamp when capturing and comparing the file metadata stamp and when recording it after translation or when committing an untranslatable file. The described behavior remains unchanged.
bjones1/CodeChat_Editor#153: Moves build entry points and updates release and developer-install callers that this PR also changes.
Merge Risk: Moderate · previous review a80d7
The install command no longer accepts --dev, but the CI workflow and the development-container setup still pass it. Those steps will fail until the callers switch to ./bt install or the option is kept for compatibility. This is a small fix, but it should be made before merging.

The title "Temp" is too vague to identify the main changes, which update cargo-dist and Node.js versions and change tool installation behavior.
Replace the title with a specific summary, such as "Update cargo-dist and Node.js versions and simplify tool installation".

Align developer cargo-dist installation with release CI.
The developer path uses DIST_VERSION for cargo-dist installation. DIST_VERSION is 0.32.0, while dist-workspace.toml and release CI use 0.33.1. Update the constant or derive it from dist-workspace.toml.

Update the DIST_VERSION constant used by the developer cargo-dist installation
to match the 0.33.1 version configured in dist-workspace.toml and used by

Major · Functional Correctness · Quick win
Update callers before removing --dev.
.github/workflows/check.yml and .devcontainer/postCreateCommand.sh still run ./bt install --dev. Both bt wrappers forward that option to the builder. With Install now a unit variant, the CLI rejects the option before installation starts. Update both callers to ./bt install, or retain the option for compatibility. The current change blocks the CI test step on every configured platform and stops development-container setup. (raw.githubusercontent.com)
