Provide a default non-color cue for every TSConfig quick-navigation group and option link.
Verification
Production build passed. Every quick-navigation href link, including Experimental and Advanced options, was reached by keyboard in DOM order and checked for a default underline.
Proof
Overlap: #3677 includes this TSConfig change plus Playground examples underlines. This PR is the TSConfig-only alternative.
