Act 1 of the [amendment plan of 2026-10-07]: the official document's share, stacked on #15 and #16 so the suite's registry IDs exist before the substrate's tests are written.

What it changes

  • 1.1 — Publish the companions. jfa-dispute-mechanics.md (revised for six holders, the orchestrator, disputes against one's own operator, and the witness draw) and jfa-structure-article.md ("Five Layers, Twelve Lines", whose Between Federations section the bylaws appendix sources). §1.5 and §10.9 of the bylaws rely on both; neither was published.
  • 1.4 — The witness draw. Record layer: "Witnesses are assigned by a draw seeded from the public chain, which anyone can verify, and are paid by the substrate market, never by the operator they observe." Registered as REC-witness-draw (implementation; lineage REC-witness-work). Witness copies last "while their storage is paid", no longer "while the operator pays them".
  • 1.5 — Ratification in line 10. "…— and a switch to full mutual credit is ratified by the deployment's prosumers." The anchor stands; the enforcement line adds ratification. The bylaws side (threshold, way back) lands in bylaws PR Publish the executable conformance suite; correct the specification license #4.
  • 1.6 — The operator never attests a carry. "Delivery is attested by the witnesses alone; the operator keeps its record of a carry and never attests to one." Resolves open question 10's operator slot.
  • 1.7 — Integrity, not confidentiality. Substrate protocol tier: a host can read what its node computes; settlement and record work "runs on at least two independent hosts", disagreement rated, never trusted. Registered as SUB-redundant-execution. The E&I protocol tier assumes the same. Resolves open question 9(c).
  • 1.10 — Open questions brought current. Entries 8, 9, 10, 13 take the resolutions above; new entries 14 (covenant exit and members' records), 15 (line 9 and capacity, pending Act 2), 16 (counsel item C-9).

Conformance. 30 registered invariants; all executed checks pass on this head. 3 document-bound, 27 delegated and reported unbound until tests cite them.

Merge order. After #15 and #16 merge into the stack and the stack lands on main; this PR's diff then reduces to Act 1 alone.

The Institutional Discipline principle stated the cost-of-leaving rule but
never said which layer falls into which band, so the rule could not be
applied by a reader. It now names them: Substrate and E&I are cheap to
leave, Covenant and Governance are dear, Record is impossible.

Each layer body now carries a paragraph saying what expulsion costs there
and what that cost forces conflict resolution to look like. This also
evens out the layer descriptions, which ranged from one clause to three
paragraphs.

The Covenant adjudication mechanics move up from the Orchestrator Tier
into the layer body, since they describe the layer's whole conflict
posture rather than one tier's job.

The definition was a subordinate clause in the middle of a sentence whose
main job was explaining the document's name, so the term that the whole
architecture rests on arrived as an aside and did not stick.

It now opens the document on its own, and the Janus metaphor follows and
refers back to it — the name earns its image from a term the reader
already holds, rather than carrying the definition as a parenthetical.
Bolded at first use so it can be found again.

Readers were taking line 1 to mean the opposite of what it says: that JFA
bans IOUs. It is the reverse — every credit in the system is one, created
when two members trade. What is banned is money made any other way, and
the line never said so.

The line now leads with what a credit is, then closes the routes the
structure article already rules out: nothing minted, nothing issued from
outside, nothing accrued as interest.

Deliberately omits "no reserves," which the structure article also lists,
because line 10 requires a deployment to begin collateralized in escrow.
Stating it flatly here would contradict it.

The document opens with three dense paragraphs carrying Janus, Toffler,
Acemoglu and Robinson's corridor, the Red Queen, two NTARI papers and the
Leviathan in four forms, then goes straight into the principles. A reader
who did not follow that theory had nothing to stand on.

The new section states the argument once, in plain words, with no jargon
and no citations, and hands off to the principles.

Also trims a clause from the third introduction paragraph that duplicated
the Shared Responsibility principle almost verbatim — both said the
community that coordinates is the community that checks, and that the two
are exchanged continuously. The principle keeps it; the paragraph now ends
on the shackled Leviathan, which is what it was building toward.

The rule asked for was: expand the term at first use in every paragraph.
Applied to this document that expands every instance, because 11
paragraphs use the term and not one uses it twice. The abbreviation was
never doing any work.

So the term is now written out everywhere, and "(E&I)" survives only at
the definition in the introduction, where it keeps the abbreviation on the
record for the conformance suite, the open questions register and the
companion articles, all of which use it.

The alternative was repeating "Economy & Information (E&I)" eleven times,
which defines an abbreviation the document then never uses.

Keeps this branch consistent with #13, which retires the abbreviation from
the body of the document. Without it, whichever of the two merges second
leaves one bare "E&I" behind in the principle.

Moving the adjudication mechanics into the layer body, I also reworded
them, which broke two registered anchors and failed D4:

COV-operators-adjudicate "platform operators adjudicate between their prosumers"
COV-adjudicators "rated on their conduct by both prosumers"

These are registered invariants; the phrasing is normative and not mine to
improve. The sentences are now moved unaltered, which is what the move was
supposed to be. Conformance passes.

Rewriting the Janus sentence dropped the registered anchor for
INTRO-janus, "faces demands for both production and consumption", and
failed D4. The phrase is back verbatim inside the new sentence, which
still reads with the definition ahead of it. Conformance passes.

The introduction asserts both halves of the issuance argument — exogenous
chartal money, and endogenous mutual credit — with no citation, while the
structure article makes the same two claims and sources them. The document
is the authoritative instrument, so it should not be the weaker cited of
the two.

Adds Knapp (1924) for chartal money and Moore (1988) with Greco (2009) for
endogenous mutual credit, taken verbatim from the article's own source
list so the two agree.

No new claims; the sentence says what it said before.

Expanding the abbreviation exposed that this sentence had no clear
grammatical reading: "provided by prosumers on the substrate layer
Economy & Information". It is meant to say the frontend of the record
layer is the buying and selling of record storage across the substrate.

The registered anchor for REC-witness-work, "compensated compute/record
service provided by prosumers", is normative and survives verbatim; the
gloss follows it rather than replacing it. Conformance passes.

The record layer's frontend tier is the buying and selling of record
storage across the substrate. The old sentence never said so, and the
registered anchor for REC-witness-work quoted the old wording verbatim, so
the sentence could not be fixed without changing the anchor with it.

was compensated compute/record service provided by prosumers
now compensating the prosumers who keep the record

The invariant keeps its ID, section and meaning — record work compensated
as substrate work. Only the phrase D4 looks for moves, to track where that
claim now lives in the sentence. Note carries the dated rewording, as the
registry's other retracked anchors do.

Supersedes the gloss in the previous commit, which preserved the old
anchor by appending to it rather than replacing it.

Applies the September 2026 consistency-review decisions to the
official document (edits J-01 through J-12 of the pass plan). The Lines
That Cannot Be Crossed section is byte-identical to the base.

The conformance suite now fails D4 on two anchors (REC-six-holders,
COV-adjudicators) and D6 on the product-name list (LBTAS, named by
J-08). Per bylaws 9.16 and the pass plan, neither the registry nor the
suite is patched here; proposed changes are in the pull-request report.

Entered under bylaws 9.3 as raised by the principal on 2026-09-30. The
opening count moves from four to five open entries.

By decision of the principal on 2026-09-30, after the consistency pass:

- REC-six-holders: anchor "held six ways" -> "held by six parties";
the note now counts the orchestrator among the holders.
- COV-adjudicators: anchor "rated on their conduct by both prosumers"
-> "the parties to it rate the adjudicator".
- LBTAS removed from PRODUCT_NAMES: it is the covenant, not a product,
and may be named wherever the Covenant layer label would otherwise be
  undefined.

Identifiers and bindings are unchanged; the two anchor changes are a
registry amendment under bylaws 9.16 and ride with this amendment act.
The suite passes D1-D9 again.

…rding

The September 2026 consistency pass (Janus PR #16, item I-05) words the
prosumer path as "by participating as a prosumer on a federated
platform", and the bylaws v1.1 draft (bylaws PR #4, 3.1) uses the same
words. By decision of the principal on 2026-09-30 the anchor follows
that wording; the document sentence and the amendment record are
changed to match. Identifier, section and binding are unchanged.

… funded by the steward

Decisions of the principal, 2026-10-01, following the consistency pass:

- "Nobody can be deleted from the record" replaces "barred", keeping bar
and expulsion to their two meanings.
- Nothing is erased, but no single copy is the record: each copy lasts
only as long as it is kept, and the chain is claimed to outlive the
operator only because the substrate, not the operator, stores it.
- The transport fee is split between the two prosumers home ledgers,
each paying in its own unit; the paragraph stops counting spends
  ("every spend reverts").
- The commitments of every exchange carried by an orchestrator are
stored on substrate funded by the stewardship organization.

Open questions: entry 10 split resolved in draft; entry 11 resolved in
draft; new entry 12 (public-chain construction, funding and lifetime;
funding resolved, construction open). Suite passes.

By decision of the principal on 2026-10-01: a prosumer member must choose
its federation and holds one vote within it, but that rule belongs in the
bylaws, not in the standard. Section 1 now names only the membership
path; the two never-issued identifiers GOV-federation-election and
GOV-one-vote-per-federation are withdrawn from the registry (30 -> 28);
the amendment record says so. P1-001 v1.1 (bylaws PR #4) carries the
election in 3.9. Suite passes.

Decisions of the principal, 2026-10-02:

- A dispute between a prosumer and the operator of its own platform is
adjudicated at the witness layer; no operator adjudicates a dispute
to which it is a party. The clause matches PR #15 Section 2 word for
word, so when the two branches meet the Covenant paragraph resolves by
taking this wording. The rater tail now reads "the operator between
its own prosumers, the witnesses otherwise".
- Open question 12(d) resolved: commitments of exchanges no orchestrator
carries are stored by no one, because a frontend that is not
  federated is not a member.

Suite passes; registered anchors unchanged.

Under bylaws 9.3. Entry 7 still described the v7.1-draft procedure
(bylaws 2.9, the Vice President delegate, a one-week cooldown); it now
records the v1.1 draft 12.5 procedure as decided on 2026-10-02 and the
seven procedural points verification left open. New entry 13 records
the 2026-10-02 rule that witnesses rule on a prosumer against its own
operator, and the eight points of procedure it leaves open. Suite
passes.

Per the amendment plan of 2026-10-07, items 1.1, 1.4-1.7, and 1.10:

- Publish the two companions no member could read: the dispute-mechanics
design (revised for six holders, the orchestrator, disputes against
one's own operator, and the witness draw) and the structure article
that sources prosumer membership (item 1.1).
- Record layer: witnesses assigned by a draw seeded from the public
chain, verifiable by anyone, paid by the substrate market and never
by the operator they observe; registered as REC-witness-draw,
  lineage REC-witness-work (item 1.4).
- Record layer: witness copies last while their storage is paid, not
while the operator pays them (item 1.4).
- Record layer: delivery is attested by the witnesses alone; the
  operator keeps its record of a carry and never attests to one;
open question 10's operator slot resolved (item 1.6).
- Line 10: a switch to full mutual credit is ratified by the
deployment's prosumers; the anchor stands, the enforcement line
  adds ratification (item 1.5).
- Substrate protocol tier: integrity-assured, not confidentiality-
assured; settlement and record work runs on at least two independent
hosts, disagreement rated, never trusted; registered as
  SUB-redundant-execution; the E&I protocol tier assumes the same;
open question 9(c) resolved (item 1.7).
- Open questions brought current: entries 8, 9, 10, and 13 take the
resolutions above; new entries 14 (covenant exit and members'
records), 15 (line 9 and capacity, pending Act 2), and 16
  (counsel item C-9) (item 1.10).

and rides the same act. Both new invariants are implementation-bound and
